Website: www.oversizepermitsromania.com – service provider for oversize road transport.
A. Scope and Acceptance
The use of the platform is subject to Law no. 365/2002 on electronic commerce, Government Ordinance no. 34/2014 on distance contracts, and Regulation (EU) 2016/679 (GDPR).
By accessing or using the services, the user confirms that they have read and accepted these terms. If not agreed upon, access must be discontinued.
B. Services Offered
Tools for fee calculation, generation of permits, and useful reports for oversize transport.
All estimates are indicative and do not replace official documentation issued by authorities.
C. User Obligations
Providing accurate and complete data — including company name, personal name, phone, and email.
Complying with applicable laws (Law no. 6/2018 regulating transport activity, Romanian Traffic Code).
Not disclosing login credentials or account access (if applicable).
D. Intellectual Property
Website content is protected under Law no. 8/1996 on copyright and Law no. 129/2017 – transposing EU Directive 2014/26/EU.
Any unauthorized modification, reproduction, or distribution is strictly prohibited.
E. Limitation of Liability
SC AUTOWORLD SRL does not guarantee the absolute accuracy of the estimates. Use of materials is at the user's own risk.
We are not liable for direct or indirect losses, profit loss, reputational damages, etc., arising from service usage.
F. Cancellation Policy
Cancellation is allowed up until payment is made, without penalties.
After payment, services are non-refundable, as fees are transferred to authorized institutions for document and permit processing.
G. Changes
Terms may be revised in accordance with legal requirements. Changes take effect once published on the website.
It is the user's responsibility to check for updates regularly.
H. Governing Law and Jurisdiction
This user agreement is governed by Romanian and EU legislation (including laws on distance contracts, GDPR, and the Romanian Civil Code).
Any disputes will be resolved by the competent courts in Romania, primarily those in the jurisdiction of the operator’s headquarters or the user's residence, according to jurisdiction rules.

Directly provided data: name, surname, company, phone, email, loading/unloading addresses.
Technical and browsing data: IP, browser type, OS, cookies (automatically collected).

C. Purposes and Legal Grounds
Processing for service provision (Art. 6(b) GDPR).
Consent where explicitly requested (Art. 6(a) GDPR).
Legitimate interests: service development, communication, fraud prevention (Art. 6(f) GDPR).
D. Data Recipients
National authorities for permit issuance (CNADNR, Traffic Police, A.P.I.A.) – we ensure mandatory data is shared in compliance with current laws.
Technology service providers (hosting, emailing, traffic analytics).
E. International Transfers
No data transfers are made outside the EU/EEA. If necessary, they will occur only with proper safeguards and EU adequacy decisions.
F. Data Retention
Service-related data: stored for up to 5 years, according to fiscal and electronic archiving laws (Law no. 287/2009 – Civil Code).
Marketing data: stored until consent is withdrawn.

III. CANCELLATION POLICY

A. Scope
Applies to all services on www.oversizepermitsromania.com: fee calculations, permits, reports, authority forms.
B. Cancellations Before Payment
Users may cancel their request at any time before confirming the order and making payment, without penalties.
C. After Payment
Once payment is confirmed, the service is considered executed, and no refund is possible — in line with Government Ordinance 130/2000 on public procurement contracts and Law 365/2002 for prepaid digital services.
D. Rights and Implications
After payment, services are non-reversible, and the user fully accepts this condition upon completing the transaction.
Unfinished transactions may be cancelled via the banking platform (e.g., PayU, MobilPay) before data is transmitted to authorities.
E. Changes
This policy may be updated, and any changes take effect upon publication on the website.
IV. PROCESS OF DATA COLLECTION AND DELIVERY OF THE AUTHORIZATION
A. Data Collection
By completing the form available on www.oversizepermitsromania.com, the user provides personal data and information necessary for the issuance of the oversize transport authorization.
B. Use of Data
The operator uses this data exclusively for processing the request and issuing the authorization, in accordance with the Privacy Policy.
C. Payment and Delivery of Authorization
After verifying and validating the submitted data, the user will receive a secure payment link for the corresponding service.
The transport authorization will be delivered via email or WhatsApp only after payment confirmation.
By using the service and accepting this agreement, the user consents to the processing of personal data for the purposes described and acknowledges receipt of documents and information through the specified communication channels.
V. RESPONSIBILITIES OF THE TRANSPORT OPERATOR (AST HOLDER) AND ESCORT PERSONNEL:
The transport operator (AST holder) bears full responsibility for the movement of the oversized vehicle and is required to comply with all conditions specified in the AST (Special Transport Authorization).
The AST must be available in original or electronic format on board the oversized vehicle throughout the entire transport period and must be presented during inspections by authorized personnel.
This AST is valid only for national roads, excluding sections located within the city limits of municipalities or county capitals. For travel on other road categories, the transport operator must obtain an AST issued by the respective road administrator.
The AST is valid for the registered vehicle license plate (including any listed backup vehicle), route, direction, period, and characteristics specified, in accordance with the issuer’s terms.
Travel on Saturdays, Sundays, and legal holidays between 6:00 AM and 10:00 PM is only permitted if such travel is explicitly authorized in the AST.
The transport operator is responsible for being informed about any traffic restrictions established or existing along the intended route of the oversized vehicle.
The oversized vehicle must travel in compliance with all current traffic restrictions along the designated route.
The responsibility for securing and anchoring the cargo rests with the transport operator, who is liable for any damage or accidents caused by uncontrolled movement of the cargo during transport.
For crossing under pipelines, overhead lines, or other installations, the operator must obtain prior approvals from the relevant infrastructure owners for lifting, dismantling, or reinstalling such installations, as necessary.
At level railway crossings with automatic signaling, the oversized vehicle must complete the crossing within 30 seconds. If more time is needed, the operator must obtain prior approval from the railway infrastructure administrator.
For level crossings, the operator must obtain prior approval from the railway administrator in the case of vehicles with:
width exceeding that of the road lane in the crossing area,
height exceeding 4.5 m (for electrified rail lines),
or length exceeding 30 meters.
The transport operator must comply with all crossing conditions imposed by the railway infrastructure administrator.
For vehicles exceeding the total maximum authorized mass and/or axle load limits, crossing bridges, overpasses, or viaducts must be done at a maximum speed of 10 km/h, without stopping or causing shocks, using the right lane unless other special conditions are specified in the AST.
For vehicles exceeding 80 tons, crossing of bridges, overpasses, or viaducts must be done exclusively with temporary and localized traffic stoppage enforced by road police, allowing for single-vehicle passage along the bridge axis.
Oversized vehicles must be equipped according to Article 33 of the Norms on authorization and operation of road transport with vehicles that exceed the maximum authorized mass and/or dimensions, as outlined in Government Ordinance no. 43/1997 on road regime, approved by Joint Order no. 356/107/2010 of the Ministry of Transport and Infrastructure and Ministry of Interior.
Escorting of oversized vehicles must be performed only by specialized companies, with escort vehicles and trained personnel.
The escort vehicle must be equipped in accordance with Article 36 of the same Norms and Government Ordinance.
Certified escort personnel must fulfill their responsibilities as detailed in Article 37 of the Norms on the movement of oversized vehicles, as per Government Ordinance no. 43/1997 and the related Joint Order.
The transport operator must record the date and time of the beginning of each oversized transport on the reverse side of the Special Transport Authorization.
